Instructions for Completion of the Online Application Form and Request for Reimbursement Form
Changes
Administrative Changes in FY 2007-08:
- Beginning in January 2008, the SBE will approve an LEA’s certified assurances at the earliest SBE meeting following receipt of the LEA’s Application. Previously this was done after receipt of the LEA’s first Request for Reimbursement for a fiscal year. The SBE must approve an LEA’s assurances before the CDE can issue payment. This procedural change will expedite payment for LEAs that submit an early Application.
Changes Made by Senate Bill (SB) 472:
- Beginning January 1, 2007, all new training providers of the initial 40 hours of SB 472 training must be approved by the State Board of Education (SBE) prior to conducting program training. Providers that were previously approved to conduct Assembly Bill (AB) 466 training must be reapproved by California Department of Education (CDE) staff before conducting SB 472 training. The CDE will not reimburse local educational agencies (LEAs) for 40-hour training conducted by providers who have not been approved to conduct SB 472 training.
- Local educational agencies (LEAs) may no longer receive reimbursement for 40 hour training conducted by the California Professional Development Institutes (CPDIs) unless the CPDI has been approved by the SBE to provide training in specific instructional materials.
- LEAs must now report data at the school level on the Request for Reimbursement form to enable CDE to report pre- and post-program pupil achievement data as required by SB 472.
- LEAs must give highest priority to training teachers who are new to the teaching profession, who are assigned to high-priority schools, who are assigned to schools that are under state sanctions as specified under California Education Code (EC) sections 52055.5 or 52055.650, or who have recently changed teaching assignments.
- Teachers must complete the 80 hours of follow-up within two years of completing the 40 hours or by January 1, 2009, if the 40 hours was completed prior to January 1, 2007.
- Training must include instructional strategies designed to help all pupils gain mastery of the California academic content standards with special emphasis on English learners (EL) and pupils with exceptional needs.
- Incentive funding is authorized for a new 40-hour component of professional development for teachers of EL. Priority in funding shall be given to LEAs in which ELs are twenty percent or more of total enrollment, one or more schools have been identified as program improvement under the No Child Left Behind Act, or one or more schools have not met their EL subgroup targets pursuant to EC Section 52052. A teacher must complete the initial 40 hours of intensive professional development before he or she is eligible for the new 40-hour training for teachers of EL. A teacher may choose to count the new 40 hour EL training towards completion of the 80-hours follow-up. Training providers must be SBE-approved to conduct the new EL training. The English Learner Professional Development (ELPD) became available March 15, 2008.
Forms Chart
The following chart shows the appropriate form to claim SB 472 or AB 466 reimbursement for training completed under the Mathematics and Reading Professional Development Program and the due dates for those forms. (The state fiscal year begins on July 1 and ends June 30 of the following year.) LEAs must complete SB 472 forms online. Application
Instructions for Application
The online Application is for local educational agencies (LEAs) to apply for participation in the Mathematics and Reading Professional Development Program, SB 472 for the period beginning January 1, 2007, through June 30, 2007, and for Fiscal Year (FY) 2007-08. Applications for July 1, 2006, through December 31, 2006, may not be completed online, but must be submitted in hard copy. These forms are available at http://www.cde.ca.gov/fg/fo/r12/mard07rfa.asp.
LEAs must apply for each new fiscal year they intend to train teachers, even if they were previously approved for program training in a prior fiscal year. The application needs to be submitted only once for FY 2007-08. For FY 2006-07, LEAs that submitted an Application before January 1, 2007, but are claiming reimbursement for SB 472 training completed after January 1, 2007, will also need to submit the online Application for SB 472.
Please note that the submission of an Application form alone does not generate payment to a LEA. To receive reimbursement a LEA must submit both an Application for the fiscal year in which the training was or will be completed, and a Request for Reimbursement Form (for the appropriate fiscal year) for training that has already been completed. The online system will not permit a LEA to complete a Request for Reimbursement form until it has submitted an Application to CDE.
Assurances
Please carefully read each assurance and data reporting requirement on the Certified Assurances before checking the box. By checking the box, you are certifying that your LEA meets the associated requirement. The LEA’s superintendent or staff with delegated authority to sign on the superintendent’s behalf should complete this form. Please be aware that your participation in this program may require the LEA to periodically distribute and compile survey forms from the CDE for completion by the LEA’s participating teachers and their principals.
Consortium Applications
For consortium Applications, the lead LEA must also identify each member LEA of the consortium by using the Add/Remove Consortium Members link. Additionally, each consortium member must complete their certified assurances online before the consortium lead can submit the Application and a Request for Reimbursement to the CDE. To assist the consortium lead in securing assurances from all consortium members, an E-mail option is available that will notify each member LEA that it must complete the assurances and will provide a link for them to do so. The consortium lead may also add information to this E-mail if desired. The consortium lead should monitor the receipt of its members’ assurances. After all members have completed their assurances, the lead can submit its Application to CDE.
Reimbursement and Requirements for the Base Program

The online Request for Reimbursement claim is for LEAs to request funding for teachers who have completed their initial 40 or 80 hours or qualified second sequence SB 472 training, the majority of which has occurred after January 1, 2007. The online system will not permit a LEA to complete a Request for Reimbursement until it has submitted an Application to CDE. Please be aware that claims for training completed during FY 2007-08, but submitted to CDE after October 30, 2008, will be paid only if funding is available in either the original year’s or a subsequent fiscal year’s appropriation.
If the LEA completed training after January 1, 2007, but the majority of the training being reported occurred before January 1, 2007, please complete the form for AB 466. The reimbursement form for AB 466 may not be completed online. You may access this form at http://www.cde.ca.gov/fg/fo/r12/mard06rfa.asp.
In the case of a consortium, the consortium lead is responsible for the submission of all SB 472 forms to the CDE, and the CDE will issue all payments to the lead LEA. CDE will not accept or process requests from consortium members who are not the lead.
LEAs may submit an unlimited number of Request for Reimbursement claims on a continuous basis until the due date. Following the initial 40 hours of training, districts may submit a Request for Reimbursement to request payment for 50 percent of the funding ($1,250 per teacher). After completion of the 80 hours of follow-up training, the LEA may request payment for the remaining 50 percent ($1,250 per teacher). The LEA also has the option of submitting one Request for Reimbursement for both the 40 hours and 80 hours, if all training was concluded in the same fiscal year.
A LEA may need to submit separate claims or additional 40 or 80-hour School Level Detail pages depending upon the circumstances related to the training of its teachers. LEAs must submit a separate Request for Reimbursement claim for each fiscal year in which teachers completed 40 hour or 80 hour trainings. For cases in which the LEA is claiming training for more than one provider, more than one subject area, or more than one school, the LEA should complete separate 40 hour or 80 hour School Level Detail pages as appropriate, for each provider, subject area, or school, respectively.
Training Providers and Required Hours
As part of the program assurances, LEAs must agree to provide 120 hours of SB 472 training to participating teachers, which must consist of 40 hours of initial professional development and 80 hours of follow-up training. For the 40-hour portion of the SB 472 training, LEAs are required to use a training provider approved by the SBE. A provider must be approved to conduct the 40-hour training on the specific instructional materials the LEA is claiming. The CDE cannot issue payment for 40-hour training by providers who are not SBE approved.
Separate lists of current SBE-approved training providers are available for mathematics at http://www.cde.ca.gov/pd/ca/ma/mardsbeprvdrmath.asp and reading at http://www.cde.ca.gov/pd/ca/ma/mardsbeprvdrread.asp. Please note if the majority of training being reported is completed after January 1, 2007, please reference the "SB 472" providers in the far right-hand column of the provider lists. For training that was completed anytime from July 1, 2006, through December 31, 2006, please refer to the providers in the adjacent "AB 466" column.
For the 80 hours of follow-up training, all participating LEAs may provide it themselves or choose another provider at their discretion. A LEA is not required to use an SBE approved provider for the 80 hours of follow-up training. If the LEA chooses to provide its own 80 hours of follow-up, the LEA determines the format of the 80 hours practicum. To be eligible for reimbursement, teachers must complete the 80 hours of follow-up within two years of completing the 40 hours or by January 1, 2009, if the 40 hours was completed prior to January 1, 2007.

Funding Restrictions
A few restrictions apply to this program’s funding. Reimbursement for 40 hour training is only available for beginning level training--advanced level training is not eligible for 40 hour reimbursement. Unlike the 40 hours, SB 472 reimbursement for the 80 hours may include advanced level training.
With very few exceptions, reimbursement is limited to one 120-hour sequence of professional development in each subject area in which a teacher is eligible for training. Teachers are eligible for a second sequence of 40, 80, or 120 hours of SB 472 training in the same subject if the LEA has changed its adopted instructional materials program, and approved training is available for the new program; the teacher’s grade level assignment has changed; or the teacher’s course assignment has changed to an area in which the teacher has not previously received the applicable training.
Reimbursement for program training is limited to those teachers who provide direct instruction to pupils and who also meet specific credential and assignment requirements specified in law. This eligibility for training is summarized in a chart at http://www.cde.ca.gov/fg/fo/r12/mardleacrit.asp in the section labeled “Eligible Teachers and Training Requirements.” The LEA must not claim SB 472 reimbursement for training attended by administrators, coaches, and other certificated staff who do not provide direct instruction to pupils.
LEAs with a Reading First grant must use Reading First funding, instead of SB 472 funding, to pay for Reading First teachers to attend SB 472 reading/language arts training if training occurs during the Reading First grant award period. Reading First teachers are those who teach kindergarten through grade three or special education (any grade) at a Reading First school.
Funding
SB 472 reimbursement to LEAs is $2,500 per eligible teacher for the first sequence or qualified second sequence of 120 hours of training in each subject, up to the 3.16 percent funding cap for FY 2007-08. LEAs may claim 50 percent of the funding ($1,250) after the completion of 40 hours of training and the remaining 50 percent after completion of the 80 hours. The 3.16 percent funding cap is the maximum number of teachers for which the LEA is eligible for SB 472 reimbursement during FY 2007-08. This maximum is for mathematics and reading training combined—the LEA does not receive 3.16 percent for reading and another 3.16 percent for mathematics. If a LEA does not claim funding up to the 3.16 percent level during FY 2007-08, the balance does not carry forward into the next fiscal year.
LEAs may also receive additional funding for teachers trained in excess of the 3.16 percent funding cap. Funding appropriated in FY 2007-08 that has not been claimed by LEAs will be redirected to LEAs that have trained teachers in excess of the cap during FY 2007-08. If the funds available for redirection are insufficient to fully fund all claims over the cap, then CDE will prorate remaining funds among claims received by October 30, 2008. Any shortfall will be granted first priority for funding in FY 2008-09. If a funding shortfall still exists after the redirection process, and the Budget Act for FY 2008-09 does not contain an appropriation for this program, then LEAs would absorb the shortfall for teachers trained in excess of the cap. The funding cap is not relevant to prior fiscal years. Claims for training completed during a prior fiscal year, but received after the October 30 deadline for redirection funding, will be paid only if funding is available in either the original year’s or a subsequent fiscal year’s appropriation. Sufficient funding is currently available to pay claims for training completed during FY 2006-07.
LEA claims for qualified teachers completing a second sequence of 40, 80, or 120 hours of SB 472 training in the same subject after January 1, 2007, now have the same standing for funding and are subject to the same funding and reimbursement processes as any other claim. Consequently, they should be claimed on the same reimbursement form as teachers completing their first sequence of 120 hours in a subject.
For eligible teachers completing a second sequence of 40, 80, or 120 hours in the same subject from July 1, 2006, through December 31, 2006, the CDE will reimburse the LEA only if funding is available after all other claims have been paid, including those over the cap. (Please see the Requirements and Restrictions section on page 3 for the eligibility criteria.) If insufficient funding remains to fully pay claims for additional training occurring during this period, affected LEAs will absorb the shortfall—it will not be paid from the next fiscal year’s appropriation. The appropriations for FY 2004-05 and 2005-06 were fully expended for first sequence training; consequently, claims for additional training that occurred during either of these two fiscal years will not be paid.
The Budget Act for FY 2007-08 does not include any funding for SB 472 training for instructional aides or paraprofessionals. Charter schools are also ineligible for SB 472 funding. Funding for mathematics and reading professional development for charter schools is included in the Charter Schools Categorical Block Grant.
The Reimbursement Process
EC Section 99234(f) requires that the SBE approve a LEA’s certified assurances in its Application before the CDE can process payment. After the CDE receives a LEA’s Application for a fiscal year, the CDE will include it on the agenda of the earliest SBE meeting: the SBE meets every two months. After the SBE approves the Application, Requests for Reimbursement for that fiscal year are eligible for payment consistent with program funding criteria. Claims must also be complete and information correct before payment can be issued.
During FY 2007-08, the CDE will reimburse a LEA’s 2007-08 Request for Reimbursement forms only up to the level of its funding cap. Providing that sufficient funding is available, payment for teachers trained in excess of the cap will occur in the winter of the following fiscal year.
Prior year claims submitted online for FY 2006-07 will be paid approximately 2 to 4 months from the date of receipt when sufficient funding is available. At the present time, funding is available to pay claims for training completed during FY 2006-07.
Reimbursement and Requirements for ELPD
Funding Process
While all local educational agencies (LEAs) are eligible to participate in the English Learner Professional Development (ELPD) Program, the law requires that the California Department of Education (CDE) award priority in funding to any LEA that meets one or more of the following criteria:
- Twenty percent or more of the district’s total enrollment are EL pupils.
- One or more schools in the district are in program improvement under the federal No Child Left Behind Act of 2001.
- One or more schools have not met their English learner subgroup targets pursuant to California Education Code Section 52052.
Claims for FY 2007-08 submitted to the CDE by November 15, 2008, and meet at least one of the above criteria shall receive first priority for funding. If funding is insufficient to fully fund all first priority claims, then the CDE shall calculate the percentage of teachers that can be funded within the available appropriation and prorate funds evenly among all first priority claims. The CDE anticipates that payment for first priority claims will be issued in January 2009.
If a balance remains after fully funding all first priority claims for FY 2007-08, the CDE will fund FY 2007-08 claims that do not meet any of the priority criteria providing they were received by the November 15, 2008, deadline. If the remaining funding is insufficient to fully fund all of these second priority claims, then the CDE shall calculate the percentage of teachers that can be funded within the available appropriation and prorate funds evenly among all second priority claims received by the deadline. The CDE anticipates that payment for second priority claims will be issued in January 2009. Claims for FY 2007-08 received after the November 15, 2008, deadline will be funded on a first-come, first-served basis.
Teacher Eligibility
An LEA may request reimbursement for the 40-hour ELPD if a teacher: (1) teaches EL pupils; (2) completes the 40-hour initial program training before attending the 40-hour ELPD; and (3) completes the 40-hour ELPD training by a training provider approved by the State Board of Education (SBE). See the list of current SBE-approved providers for the ELPD. Please note that meeting these requirements does not guarantee that the LEA will receive funding. Funding will be distributed according to the priorities listed in the “Funding Process” section above. LEAs may also request ELPD reimbursement for teachers who meet the above criteria and who have already completed the entire 120 hours of program training at any time in the past. The 40-hour initial or 120 hours of program training may have been completed under either Assembly Bill 466 or SB 472 and in either mathematics or reading.
Training Hours and Reimbursement
After an eligible teacher has completed the 40-hour ELPD, an LEA may submit a claim to the CDE for $1,250 reimbursement. The law permits, but does not require, the district to use up to $500 of the $1,250 to pay the teacher a stipend. Funding for ELPD is limited to a total of 40 hours for each eligible teacher of EL pupils.
At the teacher’s option, a teacher may count the 40-hour ELPD towards the 80 hours of follow-up training in either mathematics or reading. If the teacher chooses this option, the LEA may request $1,250 after the teacher has completed the 40-hour ELPD and another $1,250 after the teacher has completed the remaining 40 of the 80 hours. Of these amounts, the LEA may issue an individual teacher stipend up to $500 after completion of the 40-hour ELPD and up to another $500 after completion of the remaining 40 of the 80 hours follow-up.
A teacher may also choose not to count the 40-hour ELPD towards the completion of the 80 hours follow-up. In this case the teacher would complete both the 80-hours of follow-up and 40-hour ELPD for a total of 160 hours of training; however, the total reimbursement and stipends available is the same as for those completing 120 hours of training. The following chart displays the various funding and hour scenarios for teachers completing the 40-hour ELPD.

To claim reimbursement for teacher ELPD, the LEA must complete an EL form using the SB 472 online system. If an application for FY 2007-08 has not previously been submitted by your LEA, you will first need to complete an application form. You may link to the SB 472 online system on the Request for Applications Web page or you may access it directly on the WestEd Mathematics and Reading Professional Development Program (SB 472) Web page (Outside Source).
Excess Funds
If an LEA has any remaining program funds after paying for ELPD, then those funds must be spent for additional ELPD under the Mathematics and Reading Professional Development Program or for other professional development which focuses on improving the delivery of mathematics or reading/language arts instruction to EL pupils.
