< Back to NCLB Overview
This section links to policy guidance, regulations, and legislation that help explain key provisions of the No Child Left Behind (NCLB) Act. Legislation refers to the law passed by Congress and signed by the President. Because legislative language is often open to interpretation, the U.S. Department of Education adopts regulations to clarify certain provisions of the legislation. Regulations carry the same weight as law. In addition, the Department of Education offers policy guidance to further clarify issues and provide direction to states and districts as they implement provisions of the Act. These guidance documents are advisory, not prescriptive and do not carry the force of law.
