AZ LEADS3 Circle of Honor

What is the Circle of Honor and how are leaders selected?

AZ LEADS3 (Arizona Leaders in Education for the Advancement and Development of Student and School Success) is our statewide initiative focused on developing school leadership and student success. Its participants consist of a consortium of education institutions and businesses and agencies interested in education. This past year the Wallace Foundation granted Arizona funding for a three-year leadership initiative that includes recognition of outstanding educational leaders.

The State Department of Education and its partners in AZ LEADS,3 instituted a recognition program during the 2005-06 school year, AZ LEADS3 Circle of Honor, to recognize approximately the top 1% of principals in K-12 Schools based the following criteria:

  • Student Achievement - AIMS scores and Achievement Profiles of AZ LEARNS
  • School Commitment – 3 or more years experience at the same school
  • Excellent Performance – accomplishments grounded in national leadership standards

Achievement Profiles for the past 3 years were used to determine those schools that were either Excelling or were Significantly Improved. Superintendents were sent a list of eligible schools in their district and asked to nominate Outstanding Leaders with a minimum of 3 years experience at the school. The nomination form asked them to rate their nominees on the national leadership standards developed by the Interstate School Leaders Licensure Consortium (ISLLC).

The Incentives & Recognition Committee of AZ LEADS received ratings on approximately 80 nominees for 2006-07. A selected number of nominees were then further evaluated using a 360-degree survey completed by ten members of the principal's school staff. Finalists were then selected for site visits and assessed through an evaluation and observation process based on national leadership standards.

The 2006-07 Circle of Honor members will be honored at Leading Change Institute on June 26 at the Hilton El Conquistador Tucson.
