Although slightly outdated (2001), this report provides the building blocks for effective use of technology in schools and for developing 21st century skills. It reviews how to use educational technology to focus on student achievement through assessment, alignment, accountability, access, and analysis.
It provides six recommendations for ensuring that educational technology improves student achievement and benefits education:
- Focus educational technology investment on specific educational objectives.
- Make the learning of 21st century skills a key educational objective.
- Align assessment with objectives and include 21st century skills.
- Adopt continuous improvement strategies to measure progress and adjust accordingly.
- Increase investment in research, development, and dissemination.
- Ensure equitable access for all students to technology.
