Fourteen researchers specializing in the education of English learners wrote this report in response to the American Recovery and Reinvestment Act of 2009 (ARRA). The report enumerates how eight categories of ARRA funding can be applied to improving and amplifying instructional services for English learners. The categories and the amount each category makes available for students are:

  • Title I Help for Disadvantaged Students: $10 billion for grants, plus $3 billion for low-performing schools
  • IDEA Special Education: $12.2 billion
  • Education Technology Grants: $650 million
  • Statewide Data Systems: $250 million (competitive)
  • Improving Teacher Quality Grants: $300 million (competitive)
  • Head Start, Early Head Start and Child Care and Development Block Grant: $2.1 billion
  • National Science Foundation: $100 million
  • State Fiscal Stabilization Fund: $53.6 billion, including $40.6 billion to local school districts
