This report focuses on effective practices in the statewide implementation of RTI, concentrating on federal legislation and guidelines, state policy and guidelines, and district-level capacity. The report posits a statewide RTI implementation model showing the interrelationship between four categories:

  1. Definition and alignment of RTI
  2. Leadership
  3. Capacity for implementation
  4. Instructional aspects of RTI implementation
While the information is primarily aimed at state education officials, district administrators will find useful the Frequently Asked Questions that appear in the "Definition of RTI and Alignment with Existing Initiatives" section.
