This report explains the structures and rationales that eight state education agencies (SEAs) in the region served by the Northeast and Islands Regional Educational Laboratory used in providing interventions to schools and districts. The site visits, interviews, and focus groups with SEA administrators yielded much diversity in intervention techniques. The appendices provide a table of ten accountability principles for state education agencies as defined by No Child Left Behind (NCLB), tables of requirements under NCLB for school and district improvement when schools are identified as low-performing, and summaries of interventions and rationales for each SEA.
