Abstract (written by WestEd)
WestEd's Program for Infant/Toddler Care (PITC) has developed the PITC Program Assessment Rating Scale to assess particular aspects of infant and toddler care. Both the version used in family child care settings and the one used in center-based care are structured to assess five main components of infant-toddler care:
- The quality of caregivers' interaction with infants
- Family partnerships, cultural responsiveness, and inclusion of children with disabilities
- Relationship-based care
- Physical environment
- Routines

This report, prepared by REL West, finds that the high school program for college preparation begins in 9th grade and that making up missed preparatory courses and academic content is likely to be difficult for students who put off college-preparatory work until later in their high school career. A two-page synopsis of the report, Off Track: What’s Behind Declining College Admission Rates for California’s Minorities?, is also available.
