This document, available in seven languages in addition to English, proffers competencies in each of four domains essential for four- and five-year olds to be ready for kindergarten: social-emotional development, language and literacy, English-language development, and mathematics. For most domains, the document lists "foundations": descriptions and examples of children's behavior at 48 and 60 months of age, to provide a guideline for educators of young children. In the domain of English-language development, the foundations are not based age but rather based on English language proficiency. All foundations incorporate principles of universal design for learning that take learning disabilities into account.
