States and districts need to help low-performing schools increase their capacity and turn themselves around. Districts, in particular, can support low-performing schools increase their capacity by:

  • Building leadership, trust, ownership, and a shared vision of change
  • Mobilizing district resources to support school improvement
  • Using performance data to drive continuous performance: use data to assess school performance, select improvement strategies, to set high goals, to create strategic plans, and to measure progress
  • Working in partnership with parents, community, institutions of higher education, teachers' unions, and business
  • Stimulating innovation and change via high performance incentives
