This report describes the results of a 40-district survey on "long-term English learners" (LTELs) in California. LTELs are defined as secondary school students who are "stalled in their progress towards English and are struggling academically." The report provides an estimate of the number of LTELs in the state while identifying lack of common definition as problematic. It goes on to proposes causes, identify student characteristics, describe current services, offer suggestions for remedies, offer suggestions on district roles and responsibilities, and provide system-wide and policy recommendations. The remedies and recommendations describe effective practices and are supported by research. The report is one of the first in the country to discuss this widely-known-but-narrowly-discussed issue in depth. This is a must read for elementary and secondary educators who work with English learners as well as for district and state education staff and policy makers.
