Although many improvement initiatives can provide some of the inspiration, resources, and expertise that can help build schools' capacity to change, implementing these initiatives can bring new demands, requirements, and costs that schools do not always have the capacity to meet. Dealing with this paradox requires knowledge and expertise about reform alternatives at the local level, developing more realistic approaches to the costs and requirements of effective implementation, and making the theories of action of both improvement initiatives and schools more explicit.
