Designed for literacy specialists in the national Regional Comprehensive Center network, this document will help anyone at the state, district, or school level trying to improve educational policy and practice in adolescent literacy. The document specifically focuses on classroom instruction for all students and intervention instruction for struggling readers. It consists of three parts.

The first part focuses on improving academic literacy instruction for students in grades 4-12. It provides five major recommendations for instruction; provides word reading accuracy, fluency, vocabulary, and reading comprehension interventions for students reading below grade level; and covers other support for specific types of instruction, including comprehension instruction, ELL interventions, and academic language instruction.

In the second part, experts provide advice about improving academic literacy instruction for adolescents to middle or high school literacy leaders, and to commissioners of education. They further discuss content-area instruction and teaching students with reading difficulties.

Finally, part three provides examples of state activities (CA, FL, RI, WA) that have helped improve adolescent literacy instruction.
