Abstract (written by WestEd)
Focusing on policy and pedagogical issues, this Policy Brief reviews the research that answers the questions: How and under what circumstances can technology make a difference in instruction and learning? The resource provides policy implications for long-term planning, teacher training, access, and evaluation to create the following conditions that favor productive outcomes:
- Technology is best used as one component in a broad-based reform effort.
- Teachers must be adequately trained to use technology.
- Teachers may need to change their beliefs about teaching and learning.
- Technology resources must be sufficient and accessible.
- Technology should be integrated into the curricular and instructional framework.
It is based on a longer report, "The Learning Return on Our Educational Technology Investment: A Review of Findings from Research,"
available at http://www.wested.org/cs/we/view/rs/619.
