"Because teacher pay is by far the largest part of most school districts' operating budgets (often 50 to 70 percent), it is compelling to ask if those dollars can be linked to improving teacher quality and, ultimately, student performance," writes Allan Odden and Marc Wallace. School districts and states are experimenting with alternatives to traditional single-salary schedules. These innovations include knowledge- and skills-based salary schedules, school-based performance awards, bonuses for national certification, and incentives for teachers accepting assignments in low-performing schools.
