New CEP Report: School Restructuring in Maryland


Building on its experience as one of the first states to have a significant number of schools enter restructuring- the No Child Left Behind Act’s ultimate sanction for persistently low-performing schools- Maryland is retooling its approach to make the process more effective, according to a new report, Making Mid-Course Corrections: School Restructuring in Maryland, from the Washington, D.C.-based Center on Education Policy.

From surveys and interviews, the report reveals the challenges of districts facing enormous leadership turnovers while tackling logistical issues involved in hiring, re-hiring and training teachers, finalizing implementation plans and providing support structures with fluctuating state school improvement grant timetables. This report also describes findings from case studies of 10 Maryland schools undergoing restructuring in accordance with the requirements of the federal No Child Left Behind Act. Across the state, the report found:

·Twelve (16%) schools that are implementing the school restructuring have raised student achievement and met AYP for two consecutive years to exit improvement status under NCLB, since 2004;

·The number of schools implementing school restructuring have increased from 46 to 64 (39% increase);

·Maryland State Department of Education (MSDE) has eliminated a number of options for alternative governance structures, including the option for turnaround specialists, and established additional supports for restructuring schools--turnaround specialists remain a popular alternative governance structure;

·Replacing all or most staff in school has become a more popular option; and

·Due to the challenging logistics in implementing restructuring plans, many schools were starting the implementation in the 2006-07 school year.
