Abstract (written by WestEd):
Designed to be used with the Knowledge Loom Spotlight on Promising Practices for Elementary Literacy Instruction, this document provides general and background information about English language learners (ELLs). After defining the term ELL, the site presents a range of characteristics for this diverse group. It discusses the broad implications of literacy development for ELLs, especially in the areas of phonemic awareness, phonics, vocabulary, fluency, and comprehension.

Specific teaching strategies are provided in the rest of the Promising Practices for Elementary Literacy Instruction Spotlight, especially in the sections labeled ELL Overview, Implications for ELLs, and Strategies for Supporting ELLs for each promising practice.
