Abstract (written by WestEd):
Recognizing that direct literacy instruction should not stop in third grade, but continue through secondary school to help students develop specific strategies for different content and different types of tests, the report recommends an adolescent literacy program featuring five essential elements and action steps for each:
  1. Committed instructional leadership — the principal needs to be involved in all aspects of planning and sustaining the program, including attending all professional development sessions
  2. Balanced formal and informal assessments that guide learning
  3. Ongoing, job-embedded, research-based professional development
  4. Highly effective teachers in every content area that model and provide explicit comprehension instruction
  5. Strategic, accelerated intervention
